Unless I am missing a feature somewhere, the y-axis always auto-scales in reports. This makes it difficult to compare graphs side-by-side and quickly show differences. We find we always have to spend time explaining the difference in scale, so the height of the bar is not directly comparable. Ideally, we would be able to specify both a unit (hours, days, etc) and a max value, but even just specifying the unit would be helpful.
